People Power in Somaliland

Somaliland needs a better system to contact the people of the nation and I believe we should magpie ideas from Gaddafi's theory on People power and put our somali twist on it.

At the bottom of the system is the Local People's Soviet which encompasses the area of a certain ward and is open to participation of all residents of the ward who are of the islamic age of maturity. The LPS choses a Secretariat of 5 people to organise meetings and draw conclusions from them. this is made up of

3. Secretary of committee affair

4. Secretary of cultural and media affairs

5. Secretary of Social Affairs

A Local People's Committee is also chosen to execute these decisions that is made up of

3. Committee of Civil Aviation

4. Committee of Commerce

5. Committee of Defence

6. Committee of Education and Science

7. Committee of Employment, Social and Family Affairs

8. Committee of Endowment and Religious Affairs

9. Committee of Energy and Minerals

10. Committee of Environment and Rural Development

11. Committee of Finance

12. Committee of Foreign Affairs

13. Committee of Health

14. Committee of Information and National Guidance

15. Committee of Interior

16. Committee of Investment Promotion

17. Committee of Livestock & Fisheries

18. Committee of Parliamentary Relations and Constitutional Affairs

19. Committee of Planning

20. Committee of Presidency

21. Committee of Social Affairs and Resettlement

22. Committee of Telecommunications and Technology

23. Committee of Transportation

24. Committee of Water Resources

25. Committee of Youth and Sports

Each of these committees is made up of 5 people selected directly by the people of the LPS based on their accomplishments and headed by a secretary for the department.

Every LPS has the right to lay down the polices of the nation and take part in local decisions such as taking censuses, Building Schools and Hospitals, managing the economy of the ward etc. They also are responsible from defending the LPS and the local battalions of the Rapid State Forces come under the control of the Committee of Defence which also stores the arms in the event of warfare.

The next levels are the District People's Soviet and Regional People's Soviet, where local delegates convene to discuss issues that affect their area and convene o matters they believe should be taken further up or implemented by their own capacity.

The General People's Committee of a certain department are made up of all the secretaries of a Local People's Committee, the Secretary of the GPC is then selected from these delegates and compose of the 25 committees. Each Committee has a Hall for meetings to discuss agendas brought up at the lower levels of the System to be implemented at a local level, District, Regionally or Nationally. They are overseen by a planning council which advises the GPC on what actions to take and prepare plans for it.

The General People's Soviet will be made up of two houses, The Soviet of the People and The Soviet of Elders. The latter is composed from Elders from all of Somaliland's clans and Elders from Somaliland's ethnic minorities. These elders will be responsible for the welfare of their fellow clan members. The Soviet of the People are made up of the Secretariat and LPC of the Local People's soviet chosen to be delegates of their area. The Delegates have a term of 4 years before being reselected by their original LPS and can be recalled by their LPS with a majority vote.

The Executive and Judicial Sectors will remain untouched by this reform and the president will be elected by popular vote every 5 years by all Somaliland citizens over the age of 15. Political Parties can be established every 10 years and delegates can belong to one or remain independent.
